NCEES Call for Volunteers (Engineers & Surveyors)

NCEES is assembling panels of engineers and surveyors to participate in a two-day meeting to determine the cut score (establish the pass point) for the 2020 Fundamentals of Engineering (FE) and Fundamentals of Surveying (FS) exams. This process requires a cross-section of engineers and surveyors from various employment positions and technical specialties. NCEES asks you to volunteer to help with this important work.

The panel will meet at NCEES headquarters in Clemson, S.C., in August 2019.

Who we need
The qualification requirements for cut-score panelists are as follows:

  • Engineers: Professional engineers (P.E.s) who are currently licensed in a U.S. jurisdiction or have passed the FE exam
  • Surveyors: Professional surveyors (P.S.s) who are currently licensed in a U.S. jurisdiction or have passed the FS exam

All panelists should be familiar with the level of knowledge a minimally competent FE or FS licensure candidate should possess and be knowledgeable about the FE or FS exam content. Current exam specifications for the FE and FS exams are available on the NCEES website.

Individuals who teach FE or FS exam review courses are not eligible to participate.

  • Travel expenses: NCEES will cover all of your travel expenses and transportation/lodging costs.
  • 16 PDHs earned: NCEES will send you a certificate of completion for approximately 16 professional development hours.

Meeting agenda
The purpose of the cut-score panel evaluation is for the panel to recommend FE/FS exam passing standards. This is not a test of individual panel member’s knowledge. No test results will be reported to any state licensing board. The cut-score process is done routinely for all NCEES exams—usually about every eight years.

Under the direction of the testing consultant, the panel will evaluate the exam following these guidelines:

  • Rate item difficulty: The panel members work as a group to draft a definition of minimum competence (called the “standard”) for examinees. Then, working individually, the panelists complete the exam and rate exam item difficulty.
  • Rate test difficulty: Each panelist is asked to furnish his or her opinion on the expected exam pass rate for the entire group of first-time test takers.
  • Develop panel recommendation: Working as a group, the panel discusses the difficulty level of each item.
